Jeffrey Todd, MS, CMPE

Jeffrey Todd recently retired after 43 years in health care, ending his career as Bureau Chief for Quality Management at the Illinois Department of Healthcare and Family Services. He and his team were responsible for the quality of medical care received by the state’s 3.3 million Medicaid recipients. For nearly a decade immediately preceding, Jeff managed an array of primary and specialty care clinics for Aspirus, a large integrated health system in north central Wisconsin and the Upper Peninsula of Michigan. He is a Certified Medical Practice Executive (CMPE).

I volunteer because I believe that access to healthcare should be a right not a privilege. I believe everyone deserves access to quality preventive and primary care. If we focused on this as a national entitlement, we would see a dramatic improvement in overall population health status and a reduction in out-of-control healthcare costs.

Dr. Jeffrey Oswald (Oz)

“My main focus has always been to listen and meet my patient’s needs with compassion”

Originally from Manitowoc, Dr. Oswald returned to Wisconsin in 1995 after serving as an Air Force physician for 12 years. He graduated from the Air Force Academy and completed medical school at the University of Wisconsin School of Medicine and Public Health in Madison. He did his residency at David Grant USAF Medical Center, Travis AFB, California. He is board certified in family medicine and a Fellow of the American Academy of Family Physicians. He has practiced the full range of Family Medicine, to include obstetrics, since arriving in Wausau in 1995. He currently works at the Marshfield Clinic – Stettin Center.

 

William Seidl, Physician Associate

“Being able to use what I have learned in my career and work with other individuals who have the same goals providing healthcare to the uninsured and underserved community is an honor and a privilege.”

Originally from Marshfield, Bill graduated from the Marshfield Medical Foundation Physician Assistant Program in 1978. He has practiced in Wausau at North Central Health Care and Marshfield Clinic specializing in adult and geriatric medicine. He maintained his certification with the National Commission on Certification of Physician Assistants throughout his career.

Jane Shibilski, Medical Records


Jane has worked for many years in the healthcare field. She worked as a medical transcriptionist for Ear, Nose & Throat Associates and eventually ended her career in transcription at Associates in Pathology, SC. In between, she worked for Aspirus Hospital for twenty years, starting as a medical transcriptionist and finishing the last five years of her career as Policy & Procedure Coordinator for the hospital.

A highlight of her years as the Policy & Procedure Coordinator was co-writing an article with Paula Vogt, RN which was published in the American Journal of Nursing. The subject detailed the process of the conversion of hospital policies and procedures from a paper/binder format to an electronic, on-line platform, allowing hospital staff to access nursing and department policies quickly and from any location.

Volunteerism was and is an important part of her life. She began volunteering when her children were small as a local PTA President and served on the Board of Directors of Wisconsin PTA. She served in various positions and was elected president of Wisconsin PTA in 1997-1999. Subsequent to that, she served on the Board of Directors for the National PTA until 2001. She now continues to volunteer and uses her skills in medical transcription for the Wausau Free Clinic.

Paula Vogt, Registered Nurse


Paula Vogt is a registered nurse with 46 years of experience primarily in critical care and nursing management. She was born and raised in the Wausau area and feels she has a lot to give back to her community. She is a Volunteer Team Leader at Catholic Charities Wausau Warming Center and is on the board of KATS( Keep Area Teens Safe).

Esther White, Registered Nurse



I was born and raised in the greater Wausau area, committing myself to community service through a variety of activities. I have volunteered in school programs, youth groups, and health care initiatives much of my adult life. I have worked as a registered nurse for 44 years at several local hospitals, specializing in both clinical and management roles. I also worked for the Weston Fire Department for 18 years in the capacity of a volunteer firefighter, emergency medical technician, and educator. I believe everyone deserves to have access to health care and volunteering at the free clinic provides me with an opportunity to help those in need with the skills and knowledge I have been blessed with.

Kimberly Shibilski



Born and raised in Wausau, Wisconsin I began my career during high school working part time at a local animal hospital. During this time, I also began volunteering at Wausau Hospital delivering flowers and gifts to patients. Eventually I got the opportunity to volunteer in the emergency department, escorting patients to their rooms, cleaning, helping anyway I was told all the while in awe observing and absorbing as much knowledge and experience as I could. It was this volunteer work that inspired me to apply and land a job at this very Emergency room as a Unit Coordinator Clerk. That job was a jumping off point and encouraged my education into EMT courses at college. I earned my EMT-Basic and EMT- Intermediate licenses. Giving back and working in the community I grew up in was always at the heart of this passion. I began volunteering with the Wausau Free Clinic when the clinic was at first starting to treat patients at the local warning center. I started first as just registration and records clerk but upon working alongside Dr. Oswald and the other amazing volunteers not only at this clinic but from the warming center I knew I wanted to commit more time and energy and become more involved with such an amazing clinic that is so needed in the community. 

I am now a Medical Assistant to the providers at Wausau Free Clinic and while I do have a full-time day job, my heart lies with this community and clinic helping any way I can.

Zachary L. Miller BS, PharmD


​​My name is Zach and I just started volunteering with the clinic last year. I received my doctorate degree in pharmacy in 2017 and I currently manage the Ascension pharmacy at Westwood. I am excited to put my expertise to work with the clinic serving my community and take pride in helping others.

 

Caryn Miles, RN

Caryn Miles has been a registered nurse for 35 years with experience in critical care, surgical nursing, and most recently cardiac and pulmonary rehabilitation. She also has been a nurse volunteer for the United Way RSVP program in our community. Caryn joined the volunteer staff of the FPC Wausau Free Clinic in 2021.

“I believe all members of our community deserve access to compassionate health care. I feel blessed and fortunate to share my nursing experience with our patients.”

Frank Rubino, MD

Dr. Rubino is originally from Chicago, moving to Wisconsin in 1978, where he has resided ever since. He started practice in Park Falls at this time. All his schooling was done in the Chicago area, grade school through college. He graduated from the Stritch School of Medicine at Loyola University and did his Family Practice Residency at Cook County Hospital, both in Chicago.

Dr. Rubino received his board certification in Family Medicine in 1978; he is a Fellow of the American Academy of Family Physicians. He has practiced the full range of family medicine since coming to Wisconsin, including obstetrics for 35 years and family medicine for 44. Dr. Rubino retired from Aspirus Clinics and Family Health Specialists as of December 31, 2021. He began volunteering for First Presbyterian Church Wausau Free Clinic shortly thereafter.

Roxann Bornemann

After retiring from a career in education, Roxann and her husband George relocated from Antigo to Wausau. “Once we got settled in our home, I began exploring ‘next adventures’ and was introduced to the Wausau Free Clinic by Jeff Todd. It has been a great opportunity to learn about a new organization and serve people in need of medical services.

I assist in the registration process along with other volunteers and help connect patients to other services in the greater Wausau area. I try to serve with a goal of making a patient’s clinic experience as seamless and worry free as possible.”

Ruth Risley-Gray RN, BSN, MHA

 

Ruth recently retired after 45 years in healthcare, ending her career as Senior Vice President and Chief Nurse Executive for the Aspirus Health System. Primary responsibilities included integration of nursing practice and patient care standardization across the 8 hospital and multi clinic system. She also was responsible for providing strategic direction for Quality Improvement and Patient Safety efforts system wide. 

Ruth is originally from the Milwaukee area and became a Wausau native in the mid-eighties. She received her Bachelors of Science -Nursing degree from the University of Wisconsin -Madison; and her Masters in Health Care Administration from Texas Woman’s University -Houston TX. Ruth’s career included both clinical nursing and progressive nursing leadership positions in Academic, Community, and Critical Access hospital settings in Wisconsin and Texas. Her clinical experience is in critical care, cardiac intensive care, care management, clinical quality improvement / patient safety, and nursing administration.
